Plan for the Central Pool, Equipment Control and Procurement Circle
Introduction
The Equipment Control Circle was created in the year 1967. At that time the creation of this circle, the function was to allot vehicles and equipment, realize hire charges and fix the hire charges for equipment and also to prepare the Inventory of the vehicles and equipment. In the re-organization of 1992 this Circle was renamed as Equipment Control & Procurement Circle and was assigned with the additional functions of procurement of spares, machinery, vehicles, equipment etc., storage of spares and clearance of the imported goods for RHD from Chittagong Port.
Objectives
The objective of the Equipment Control & Procurement Circle is to contribute to the overall strategy of the Mechanical Wing by:
Procuring and managing an appropriate sound fleet of equipment and ensure its effective utilisation in the construction and maintenance of the road network under RHD. This Circle is also responsible for the procurement of all RHD vehicles and for the replacement of old vehicles and equipment at the appropriate time.
Outputs
a) To provide the required equipment, vehicles, propulsion Units, and spares in a timely and cost effective manner.
b) To ensure the effective distribution of equipment and spares to the plant pools as required.
c) To ensure equipment and vehicles are hired out in a cost effective manner utilising commercial hire rates.
d) To ensure condemned equipment / vehicles are disposed of according to Government procedures.
Organisation
The Equipment Control & Procurement Circle is headed by a Superintending Engineer supported by 3 Executive Engineers who are each in charge of Division, namely:
a) The Procurement & Storage Division, Dhaka
b) The Procurement & Storage Division, Chittagong
c) The Equipment Control Division, Dhaka
The set up of the proposed Equipment Control & Procurement Circle under Mechanical Wing is shown in the above organogram.
The numbers of personnel in the Circle are shown in the attached table, which shows the total proposed number of personnel in the Circle to be 189 which is a reduction from the sanctioned posts of 206 due to reduction in the number of divisions. The proposed number of personnel of the Circle is 7 Class I, 8 Class II, 154 Class III, and 20 Class IV staff for the total divisional and circle office.
Activities
a) Plan, programme and secure budgets for procurement of equipment vehicles and propulsion units in consideration of the needs of the Department.
b) Prepare PPs for equipment procurement and rehabilitation.
c) Process purchase of spare parts for RHD and clearance of imported goods for RHD from Chittagong Port.
d) Establish standardised hire charge rates for equipment & vehicles and monitor revenue collection.
e) Ensure optimum utilisation and running of all RHD equipment pools.
f) Ensure disposal of condemned/beyond economic repair equipment and vehicles.
g) Ensure Management Information software is kept up to date and properly utilised.
h) Prepare regularly updated inventories concerning the distribution and maintenance of equipment and spares of RHD.
i) Prepare routine monthly accounts statement.
Budget
The budget for the Equipment Control & Procurement Circle is shown on the attached table. The budget table shows both the annual operation and maintenance costs and the capital costs of purchasing new, and replacing old, equipment. As not all equipment will be purchased or replaced immediately the capital cost has been annualised depending on the average life of the various items of equipment. The costs shown exclude the cost of personnel who are paid for from other sources.
On this basis the annual recurring cost for the Circle is Taka 19.02 lacs and the capital cost on an annualised basis is Taka 27.70 lacs. A total cost running cost and capital cost of the circle is estimated Taka 46.72 lacs per annum.

The Equipment Control & Procurement Circle requires resources for Head Quarters operations monitor and to enable the Circle to major field operations.
