Operational Plan for the Procurement Circle

Introduction

The Procurement Circle has been created as a separate circle in 2000 by splitting the previous “Procurement and Monitoring Circle”. It comprises of two divisions namely i) Contract Evaluation Division, ii) Documentation and Procurement (Civil) Division.

Objectives

The objective of the Procurement Circle is to contribute to the overall strategy of the Planning and Maintenance Wing by:

Overseeing all procurement activities within the RHD to ensure they are carried out in accordance with the defined Government rules, procedures and documentation and that Government and Foreign Funds are expended in a cost effective manner.

Outputs

a) To regulate the procurement of development and maintenance works by ensuring that ADP and revenue programmes are carried out as per standard documents observing all the existing rules and regulations of the Government.

b) To provide updated enlistment of RHD contractors under various classes.

c) To provide the required portable steel bridge to meet the emergency requirements of the RHD.

d) To provide updated RHD standard bidding documents maintaining conformity with FIDIC and other international documents.

Organisation

The Procurement Circle is headed by a Superintending Engineer (SE) who is supported by 3 Executive Engineers each in-charge of a division, namely:

a) Contract Evaluation Division

b) Documentation and Procurement (Civil) Division

The numbers of personnel in the Circle are shown in the attached table which shows the total proposed number of personnel in the Circle to be 46 which is below the current sanctioned strength as Monitoring and Evaluation has been removed to a separate Circle. The proposed number of personnel of the Circle is 9 Class I, 4 Class II, 23 Class III and 10 Class IV staff.

Certain officers in the Procurement Circle are to be designated as specialists. Specialist posts for engineers with specialist training are hash marked thus, EE #.

Activities

The Superintending Engineer Procurement Circle will act as Member-Secretary of the RHD Committee on Purchase (CoP) for procurement of works and services under the following categories:

i. Approval of the contract documents for procurement of works.

ii. Pre-qualification of contractors.

iii. Evaluation and recommendations of contractors’ bids.

iv. Approval of RFP of consultancy services.

v. Evaluation for selecting consultants.

a) Prepare Standard Documents and periodically update the same keeping conformity with the documents of FIDIC and the other international documents.

b) Advise and assist field officers with regard to the procurement processes.

c) Register and maintain records of RHD Contractors in accordance with the Government’s guidelines including field verification of contractors facilities and financial status.

d) To receive bids invited for major construction contracts.

e) To procure Portable Steel Bridges through international tenders to satisfy the emergency requirements of RHD.

Budget

The budget for the Procurement Circle is shown on the attached table. The budget table shows both the annual operation and maintenance costs (including the costs of undertaking investigations) and the capital costs of purchasing new, and replacing old, equipment. As not all equipment will be purchased or replaced immediately the capital cost has been annualised depending on the average life of the various items of equipment. The costs shown exclude the cost of personnel who are paid for from other sources.

On this basis the annual recurring cost for the Circle is Taka 23.96 lacs and the capital cost on an annualised basis is Taka 22.40 lacs. A total cost of Taka 46.36 lacs per annum. Of this total amount Taka 5.00 lacs is to cover the cost of investigations carried out by local consultants.

Resources

The Procurement Circle requires resources for Head Quarters operations and to enable the Circle to undertake necessary inspections etc.
