Operational Plan for the Office of ACE (Management Services Wing)
Introduction
The Management Services Wing is a new wing created under the reorganisation plan proposed in 2000. The wing has been created to integrate the circles that provide non-engineering services to the RHD. The Management Services Wing is lead by the senior most Additional Chief Engineer in RHD. This framework is intended to reduce the span of control of the Chief Engineer leaving the routine decision making to be dealt by the Additional Chief Engineer, Management Services.
Objective
The objective of the office of the Additional Chief Engineer is:
To manage all operations in the Management Services Wing in order to ensure that the Strategy for the Wing and the Plans of Each Circle within the Wing are fully achieved.

Organisation
The organisation of the Office of the Additional Chief Engineer consists of the ACE, a staff officer of SDE level and office support staff. The total number of personnel is 12 as shown on the attached sheet.

Budget
The budget for the office of the Additional Chief Engineer is shown on the attached table. The budget table shows both the annual operation and maintenance costs and the capital costs of purchasing new and replacing old equipment. As not all equipment will be purchased or replaced immediately the capital cost has been annualised depending on the average life of the various items of equipment. The costs shown exclude the cost of personnel who are paid for from other sources.
On this basis the annual recurring cost for the Office of the Additional Chef Engineer is Taka 8.08 lacs and the capital costs on an annualised basis is Taka 8.20 lacs. This gives a total cost of Taka 16.28 lacs per annum.
Resources
The Office of the Additional Chief Engineer requires resources for Head Quarters operations and to enable the ACE to make periodic field inspection visits.
