The operations of RHD are carried out through seven Zonal offices which manage and execute operational works at the field level through Circle, Divisional and Sub-Divisional offices. The Zonal offices supervise 16 Circle operational offices which in turn control 65 Divisions, and 131 Sub-divisions. Each Zonal office is headed by an Additional Chief Engineer who represents the Chief Engineer and oversees all development and maintenance works within the Zone.

The objective of the office of the Additional Chief Engineer Zonal Operations is:

To manage all operations in the Zonal Operations in order to ensure that the Strategy for the Zones and the Plans of Each Circle within the Wing are fully achieved.

The organisation of the Office of the Additional Chief Engineer consists of the ACE, a staff officer of SDE level and office support staff. The total number of personnel for the 7 Zonal Offices is 161 as shown on the attached sheet.

The budget for the offices of the 7 Zonal Additional Chief Engineers is shown on the attached table. The budget table shows both the annual operation and maintenance costs and the capital costs of purchasing new and replacing old equipment. As not all equipment will be purchased or replaced immediately the capital cost has been annualised depending on the average life of the various items of equipment. The costs shown exclude the cost of personnel who are paid for from other sources.

On this basis the annual recurring cost for the 7 Offices of the Additional Chief Engineers is Taka 44.04 lacs and the capital costs on an annualised basis is Taka 54.60 lacs. This gives a total cost of Taka 98.64 lacs per annum.

The Office of the Additional Chief Engineer requires resources for Head Quarters operations and to enable the ACE to make periodic field inspection visits.
