OP/CEP/3.1 Approval process for the Procurement of Mechanical Equipment
 
Purpose and Scope :

This procedure describes the process for the procurement of mechanical equipment, from the initial request from the Zone to the preparation of the Project Concept Paper (PCP), including a review of the utilisation of mechanical equipment across the Mechanical Zone.
 
Definitions :

Equipment Control and Purchase Circle (ECPC) - responsible for monitoring the operations and cost effectiveness of the Zonal Plant Pools and ensuring that mechanical equipment is properly distributed between the Zonal Plant Pools.

Zonal Mechanical Management Committee (ZMMC) - responsible for the overall management of each Zonal Plant Pool. Chaired by the Additional Chief Engineer of the Field Zone.

Zonal Plant Pool (ZPP) - the organisation responsible for all mechanical equipment in each Zone, and managed by the Superintending Engineer (Mechanical) who acts as the Member Secretary for the ZMMC.

Project Concept Paper (PCP) - is a proposal in a concise form, via the Additional Chief Engineer - Planning and Maintenance Wing that is submitted to the MoC in order that the project can be approved for inclusion in the Annual Development Programme (ADP).
 
Responsibility :

Additional Chief Engineer - Mechanical Zone - approves the draft PCP for the Mechanical Zone.

Superintending Engineer - Zonal Plant Pool - submits the purchase request to the ZMMC following consultation with the Executive Engineers in the plant pool.

Superintending Engineer - Equipment Control and Purchase Circle - reviews the reports from the ZMMC, and prepares the draft PCP.
 
Method :

4.1 PROCESSING OF REQUESTS BY THE ZMMC

The Superintending Engineer - ZPP for each Zone, consults the plant pool team and prepares a purchase request for submission to the ZMMC. The request will take into account the anticipated future requirements of future civil contracts in the Field Zones.

4.2 REVIEW OF ZMMC PROPOSALS

The ZMMC considers the requests for purchase, and discusses all relevant issues. After full consultation and fine-tuning of the proposal, it is submitted to the Superintending Engineer - ECPC for review and further consideration.

4.3 PREPARATION AND SUBMISSION OF THE PCP

The Superintending Engineer - ECPC, receives all requests from the Zonal Plant Pools. He reviews the requests in conjunction with the utilisation and financial reports from the Zones. He then organises transfers of equipment if appropriate.

When all possible transfers have been utilised, he prepares the final draft PCP and passes it to the Additional Chief Engineer - Mechanical Zone for local approval. The draft PCP is then submitted to the Additional Chief Engineer - Planning and Maintenance Wing, for processing ( See OP/PPC/2.1 - Preparation of Preliminary Project Concept Plans).
