OP/ZF/1.4 - Preparation of Draft PCP/PP/TAPP |

Purpose and Scope :
This procedure describes the process of furnishing particulars and data from the field circle as required by SE, planning and programming for preparations of PCP/PP/TAPP. The PCP/PP/TAPP is required to be prepared and approval to implement any project and incur expenditures, through first including in the Annual Development Programme. |

Definitions :
PCP means Project Concept Paper. It is a proposal in a concise form in a prescribed proforma that is submitted to MoC in order that the project can be approved for inclusion in the Annual Development Programme (ADP). A PCP is required for any investment project and it should include civil works, consulting services, if any, equipment purchase, acquisition of land manpower etc. It also includes the total estimated cost and a detailed description of the project.
PP means Project Forma - Following the approval of the PCP, the PP is prepared within a specified period of time. The PP is a more detailed version of PCP prepared in a prescribed proforma.
TAPP means Technical Assistance Project Proforma. It is prepared in a prescribed proforma.
PPCP means Preliminary Project Concept Paper. It is prepared in a prescribed proforma.

Responsibility :
The EE, Planning and Programming is responsible for the preparation of PCP/PP/TAPP/PPCP by collecting data, which the field circle can furnish.
The SE, Field Circle does not prepare PCP/PP/TAPP/PPCP but furnishes data which can be collected through his EE for a Project of his area when requested by Planning and Programming Circle. |

Method :
Preparation of Zonal PCP/PP/TAPP is the responsibility of SE Planning and Programming Circle. The field circle does not prepare these. The field circle SE furnishes required particulars only in the prescribed proforma for PCP/PP/TAPP and forwards the same to SE planning and programming circle for preparing the PCP/PP/TAPP.
4.1 SE FIELD CIRCLE RECEIVES REQUEST TO FURNISH PARTICULARS OF PCP/PP/TAPP FOR PROJECT IN HIS AREA
The SE, field circle receives request from SE, Planning and Programming Circle to furnish particulars of a project lying in his area for preparing PCP/PP/TAPP in the prescribed proforma. He asks his concerned EE to furnish the particulars in the prescribed proforma, with supporting papers e.g. project, description, location, status, cost, description of similar project completed/ in progress etc).
4.2 EE RECEIVES THE REQUEST AND COLLECTS DATA
The EE field division receives request from his SE to furnish particulars in the prescribed proforma. He collects data for the particulars through his SDE and verifies through field visit.
The EE, field division fills in the prescribed proforma with data from the field, assisted by his Assistant Engineer and other staff.
4.3 REVIEW PROFORMA
The SE field circle receives the proforma from his EE, scrutinizes it and if ok; forwards it to SE, Planning and Programming through ACE zone. If, errors or anomalies are identified, he returns it back to EE to resubmit a revised proforma.
4.4 THE ACE ZONE RECEIVES THE PROFORMA AND CHECKS
The ACE, zone receives the proforma checks it and forwards to SE, Planning and Programming for review and approval. |
