OP/ZF/2.1 - Annual Divisional Programme and Budget
 
Purpose and Scope :

This procedure describes the process of preparing Annual Divisional Programme and Budget. The Divisional Programme and budget is part and parcel of RHD's annual programme and budget. To prepare RHD's programme and budget, the divisional programmes and budgets are required in order to seek budget allocation from the Govt. so, preparation of divisional programme and budget is a step towards preparation of RHD's programme and budget. It includes the works to be done under Development and Revenue heads to ensure that RHD's Road network is developed and maintained properly to provide effective land transport system for the nation.
 
Definitions :

CE means Chief Engineer

ACE means Additional Chief Engineer

SE means superintending Engineer

EE means Executive Engineer

SDE means Sub-divisional Engineer

SAE means Sub-Assistant Engineer

W/A means Work Assistant

Division means RHD's operational unit headed by an Executive Engineer. A Division has 2 or 3 sub-divisions under its jurisdiction.

Circle is an operational unit of RHD headed by a superintending Engineer. The circle has 2 or 3 Divisions headed by Executive Engineers.

Zone is a regional operational unit of RHD headed by an Additional Chief Engineer. It has 2 or 3 circles under its jurisdiction.

RHD means Roads and Highways Department headed by a Chief Engineer. It is a department under the Ministry of Communications.
 
Responsibility :

The SDE is responsible to prepare the Annual field sub-divisional programme and budget for the sub-division when called upon to do so.

The EE is responsible to prepare the Annual Divisional Programme and budget for the division to be incorporated into the circle's programme and budget. It comprises of sub-divisional programmes and the programme of the division.

The SE is responsible to prepare the circle programme and budget for his circle. It comprises of programme of divisions under the circle and the programme of the circle office.

The ACE is responsible to prepare programme and budget of the zone comprising programmes of circles under it and the programme of the zonal office.

The CE is responsible to prepare programme and budget for RHD comprising of programmes of wings, zone and the programme of CE's office.

The Ministry of Communications asks RHD to submit Annual Programme and budget to seek budget allocations for RHD every year from the Finance Ministry. When the Finance Ministry allocates budget to the Ministry of Communications it allocates budget to the RHD to cater to the needs of RHD to fulfill its obligations and responsibilities to the Nation.
 
Method :

4.1 EE OBTAINS SUBDIVISIONAL PROGRAMMES AND BUDGETS

The EE obtains sub-divisional programmes and budgets. He, then prepares the same for Divisional office.

4.2 EE VERIFIES SDES' PROGRAMMES AND BUDGETS, REFINE AND COMPILES THEM WITH THE SAME OF HIS OFFICE TO PREPARE DIVISIONAL PROGRAMME. THEN, HE FORWARDS THE DIVISIONAL PROGRAMME AND BUDGET TO SE

The EE visits and verifies the programmes and budgets submitted by SDEs. He refines them by making necessary corrections/amendments and compiles the sub-divisional programmes with that of his own office to prepare the Divisional Programme and budget. Then, he forwards the Divisional Programme and budget to SE for doing the needful.

4.3 THE SE RECEIVES DIVISIONAL PROGRAMMES, PREPARES PROGRAMME OF HIS OFFICE AND COMPILES THEM ALL TO PREPARE HIS CIRCLE PROGRAMME. HE FORWARDS THE CIRCLE PROGRAMME AND BUDGET TO ACE FOR DOING THE NEEDFUL.

The SE receives the Divisional Programmes and budget from his EEs and refines them. He prepares the Programme and budget for his own office and compiles it with the Divisional Programmes to prepare the circle Programme and budget. Then, he forwards the circle programme to ACE for taking further necessary action.

4.4 THE ACE RECEIVES CIRCLE PROGRAMMES, REFINES THEM, COMPILES THEM WITH THAT OF HIS OWN OFFICE TO PREPARE ZONAL PROGRAMME AND FORWARDS THE ZONAL PROGRAMME AND BUDGET TO CE

The ACE receives Circle Programmes and budgets from his SEs and refines them. He prepares programme and budget for his own office and compiles it with the circle programmes and budget to prepare the zonal programme and budget. Then, he forwards the zonal programme and budget to CE for necessary action from his end.

4.5 THE CE RECEIVES PROGRAMMES AND BUDGETS FROM ZONES AND WINGS, COMPILES THEM WITH PROGRAMME AND BUDGET OF HIS OWN OFFICE AND FORWARDS RHD'S PROGRAMME AND BUDGET TO MINISTRY

The CE receives programmes and budgets from all zones and wings. He prepares programme and budget of his own office and compiles it with those of zones and wings to prepare RHD's programme and budget. Then, he forwards RHD's programme and budget to the Ministry for necessary action.

4.6 THE COMMUNICATIONS MINISTRY RECEIVES RHD'S PROGRAMME AND BUDGET, SENDS TO FINANCE MINISTRY FOR GETTING BUDGET ALLOCATIONS.

The Communications Ministry receives RHD's Programme and budget and sends the same to the Finance Ministry with recommendations to get budget allocations.

4.7 THE COMMUNICATIONS MINISTRY RECEIVES BUDGET ALLOCATIONS FOR THE MINISTRY AND GIVES BUDGET ALLOCATIONS TO RHD

The Communications Ministry receives budget allocations from Finance Ministry, gives budget allocations to RHD and asks CE to approve programme according to the budget allocations.
