OP/ZF/3.11 - Co-ordination of Field Testing
Purpose and Scope :

This procedure describes the Process for coordination of field-testing by review of contractor's methodology and work programme to ensure daily field-testing of the works are done, in accordance with the quality control requirements of the specifications.

Planning the field-testing for ascertaining quality of works done is the responsibility of the Contractor (according to the New RHD tender documents). To check, supervise and ensure that the field tests are done by the Contractor according to the specifications and the results of the tests satisfy the quality requirements, the Sub-Divisional Engineer is required to co-ordinate with the Contractor to ensure that the SDE or his SAE/W/A attend the site and oversee the testing. Without this co-ordination and supervision of the field-testing, acceptance of works done by the contractor and measurements thereof cannot be made.
Definitions :

Responsibility :

The Superintending Engineer is the “Engineer” for contracts above TK. 3 core and as such responsible for operation of the contracts according to the specifications. He is also the ‘Superintending Officer’ for contracts upto Tk. 3 core.

The Executive Engineer is the ‘Engineer’ for contracts upto Tk. 3 crore according to New RHD contract Documents. He is, therefor, responsible for operations and quality of works of these contracts.

The Sub-Divisional Engineer, SAEs and Work Assistants are responsible as the staff of the ‘Engineer’ to see that the works are supervised by them and they coordinate with Contractor’s field testing programme to oversee the testing in time to ensure quality of works according to the requirements of specifications and to accept the works for measurements on behalf of the ‘Engineer’ for the purpose of making payment to the contractor.

The Contractor is responsible to perform laboratory and field tests for the materials and the works done by him and to construct according to the requirements of the specifications and as per instructions of the ‘Engineer’/his Representative to ensure quality.
Method :


The Sub-Divisional Engineer receives copy of ‘Notice to commence’ to the Contractor, issued by the Executive Engineer. He notifies the Contractor to attend a start-up meeting with him, well ahead of the commencement date mentioned in the ‘Notice to Commence’, to discuss his programme, method of work, and site hand over.


SDE holds the start-up meeting with the Contractor along with his SAEs and Work Assistants. Handing over of site is agreed before the date of commencement specified by the 'Notice to Commence'. In the meeting, understanding is reached with the contractor that he makes daily programme of working in the field and testing in the laboratory/field. The contractor also agrees to submit to the SDE or the designated SAE and Work Assistant his daily programme, such that they are able to oversee and supervise the works in time.


The SDE hands over the site to the Contractor, on behalf of the Engineer (EE), before the date of commencement specified in the ‘Notice to Commence’. He asks the Contractor to set-up his laboratory with the required equipment and submits his daily Programme of work and testing to him and/or his designated SAE and Work Assistant. This enables them to attend site and supervise works and testing done by the Contractor according to his programme. The Contractor will then submit his work programme as required

The SDE and/or his designated SAE and Work Assistant will then attend the field/laboratory testing and execution of works by the Contractor according to this Programme. If the working methods and the results of field/laboratory tests fulfil the requirement of the specifications, the work done by the contractor is accepted and measurements thereof recorded jointly with the Contractor’s Representative, for payment.
