ROAD NETWORK IMPROVEMENT AND MAINTENANCE PROJECT-II
EXPRESSION OF INTEREST

1.0 The People’s Republic of Bangladesh has applied for a loan from Asian Development Bank (ADB) towards the cost of Road Network Improvement and Maintenance Project-II. The project is designed to upgrade the strategic regional/district roads in poor areas in the Northwest and Central north regions of Bangladesh, provide better access to the border point in Banglabandh, complete some missing links in the main road network and support the maintenance of the RHD road network. A portion of this loan will be applied to eligible payments for Consulting Services for Construction Supervision of Civil Works under this project.
2.0 The Project has the following components:
(i) Roads Improvement Component will include improvement of 243.4 kilometre (km) of National (86.4km), Regional (15.0km) and District Roads (142.0km) in Dhaka region, Chittagong region, Rangpur region and Mymensingh Region;
(ii) Periodic Road Maintenance Component will support priority road maintenance activities of around 900 km of roads under the Annual Road Maintenance Plan in two years;
(iii) Routine Road Maintenance Component will support routine road maintenance through performance-based contracts for about 100km of regional or District Roads;
(iv) Road Safety Component will undertake civil works to improve accident-prone areas or black spots after conducting a road safety audit for about 800 km of existing RHD road network.
3.0 The Roads & Highways Department (RHD) under Ministry of Communications, Government of Bangladesh, will be the Executing Agency (EA) for the Project.
4.0 The Roads and Highways Department now invites Expression of Interest (EOI) from internationally reputed consulting firms from member countries of ADB for shortlisting for the following consulting services:
“Consulting Services for Construction Supervision of Civil Works Under Road Network Improvement and Maintenance Project-II.”
The Consultant will be responsible for the construction supervision and assisting the EA in implementation of the project. It is estimated that a total of 1114 person-months of consulting services will required; 225 person months of international and 991 person-months of domestic (national) consulting inputs.
“Only individual consulting firms are being invited to submit their EOI for shortlisting. The capabilities of only the Lead Partner, in case EOI is submitted by a Joint Venture, will be evaluated and only the Lead Partner will be shortlisted. The RHD/MOC will not entertain any claim whatsoever in this respect from other Partners of the JV for not shortlisting their name along with the lead partner.”
5.0 Quality and Cost Based Selection (QCBS) procedure will be followed for selection of the Consultants and they will be engaged in accordance with the “Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers”.
6.0 The Expression of Interest must include the following information:
(a) Background of the firm(s) with brochures etc.
(b) General and overall experience of the firm(s)
(c) Experience under similar social, geographical and economic conditions
(d) Annual turnover of the firm(s) for the last three years along with audit reports.
(e) Nature, cost, per month inputs, employer, location and field of input for the Works in hand.
(f) Experience of firms(s) in the required area of expertise
(g) Summary of permanent professional employees with key qualifications.

8.0 The Letter of Invitation to submit detailed technical and financial proposals is expected to be issued to the short listed consultants in January 2005. The RHD, MOC, reserves the right to shortlist or not shortlist any or all of the applicant(s) without assigning any reason whatsoever.
