Request for Expressions of Interest For Selection of Consulting Firm

The Additional Chief Engineer, RHD, Planning and Maintenance Wing has been allocated public funds from the Government of the Peoples Republic of Bangladesh (GoB) towards the cost of Revenue Budget, and it intends to apply part of the proceeds of these funds to payments under the contract for the provision of consultancy services for the programme by a Consulting Firm (National).

The Roads & Highway Department (RHD) has a road network of approximately 21,302.08 Km of which 3,812.78 KM National Highways, 4,246.97 Km Regional Highways and 13,242.33 KM District Highways. RHD has been implementing Periodic Maintenance Programme (PMP) of National, Regional and District Highways since 2000 – 2001. An average amount of BDT 619 crore was spent through PMP during each of the last three years. It is expected that the expenditure and the number of package of PMP may increase in the following years. Various road maintenance treatments such as Dense Bituminous Surfacing (DBS) Wearing Course, Double Bituminous Surfacing Treatment (DBST), Carpeting with Seal Coat, Potholes/Depression repair, Base Type-I/II repair, Shoulder repair etc. are carried out through PMP. Each year PMP works generally commence in October and continue throughout the year. The Scope of Services to be undertaken by the Consultant is mainly to carry out the supervision of Maintenance Works of RHD Roads under Periodic Maintenance Programme (PMP) to be executed from FY 2015-16 to 2017-18. Main objective of the service is to supervise the PMP (Road) works, to ensure quality of PMP works as per contract specification, to maintain records of PMP works and to prepare reports on PMP works.
The Experience, Resources and Delivery Capacity required are: The firm shall have the experience of Supervision of Highway maintenance / construction works in RHD road network. In case of Joint Ventures, all Partners shall have the above-mentioned experience.
The Additional Chief Engineer, RHD, Planning and Maintenance Wing now invites eligible Applicants to indicate their interest in providing the services. Interested Consultants are invited to provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar operating conditions, availability of appropriate professional qualification and experience among staff, financial capabilities etc.). Applicants may associate with other Applicants to enhance their qualifications, and though not mandatory, association with foreign firms is not encouraged in this instance.
A Consultant will be selected using the Quality and Cost Based Selection (QCBS) procurement method in accordance with the Public Procurement Rules 2008 and Public Procurement Act 2006 issued by the GoB. It is expected that Supervision of PMP Road Works of Roads and Highways Department will be commenced in October 2015 in all over Bangladesh and shall be completed in June 2018.

The procuring entity reserves the right to accept or reject all EOI's.
