1. The Government of the People’s Republic of Bangladesh (GoB) is going to implement a Bridge project named “Construction of Bhairab Bridge over Bhairab River at 1^st km of Dighalia (Raligate)-Arua-Gazirhat-Terokhada (Z7040) Road”. A portion of fund is intended to be used for payments under the contract for Project Management Consultant (PMC) (Supervision Consultant) for which the EOI is issued.

2. The project comprises of the following components:

1. Construction of Bhairab Bridge over Bhairab River at 1^st km of Dighalia (Raligate)-Arua-Gazirhat-Terokhada (Z7040) Road consisting of 1216.96m PC Girder Bridge with 100m Steel Bridge & other related necessary works.

3. The Roads and Highways Department (RHD) (Executing Agency) under Road Transport and Highways Division (RTHD), Ministry of Road Transport and Bridges (MRTB), (hereinafter referred to as ‘the Client’) now invites Expressions of Interest (EOI) in English from Bangladeshi Project management Consultant or a Joint venture of Bangladeshi firm(s) (hereinafter referred to as ‘the Interested Consultant’) for short listing of firm/firms for the captioned services.

4. RHD will select and employ consultant for rendering consulting services of the project and the cost of the aforementioned services will be made by Government of Bangladesh (GoB) funds.

5. As part of the services the consultant will conduct the following works:
   1. Review/modify and update the Design if necessary.
   2. Procurement Assistance
   3. Construction Supervision
   4. Related other necessary work if needed

6. The above work includes the following tasks:
   1. Review/modify
      1. The detailed design done by the Bridge Management Wing of RHD if necessary;
      2. Engineering survey as per requirement of the project;
      3. The detailed work plan, progress report and implementation schedule for the project;
   2. Procurement Assistance
      1. Procurement support as required for the project.
   3. Prepare the as built construction drawing;
   4. Construction Supervision
      1. Supervise all civil construction work and assist RHD to execute contract administration;
      2. Carryout routine tests as per technical specifications;
      3. Ensure quality of works including implementation of quality assurance plan.
      4. Monitor regular progress and assist RHD to take actions required for timely completion of works;
      5. Verify contractor’s work statements and recommend to issue payment certificates;
      6. Review and modify design, drawing, specification, cost etc, when necessary, as per request from RHD; and
      7. Prepare “Operation and Maintenance Manual” for the construction work keeping safe work environment in mind;
   5. Independent Inspection of Road Maintenance
      1. Inspection of road Maintenance quality in conformity with the contract technical specifications;
   6. Others
      1. Review and facilitate implementation of Safety Plan;
      2. Preparation of Project Completion Report (PCR)

7. The Consultants will be selected under Quality and Cost Based Selection Method (QCBS) in accordance with Public Procurement Act 2006 and Public Procurement Rules 2008.

8. RHD will conduct the short-listing of the interested consulting firms for the above mentioned consulting services having previous experiences of rendering consulting services for construction supervision of PC girder & Steel Bridge including flexible pavement within last 5 (five) years;

9. The EOI should specially include:

1. The firm’s registration certificate; VAT Registration Certificate and IT Certificate.

2. Company profile: including management, personnel, firm’s specialty, performance;

3. The latest annual report

4. List of rendered services in last 5 (five) years for:

1. Detailed Design / Review of Detailed Design and /or Construction Supervision of Bridge including PC Girder Bridge & Steel Bridge.

2. Experience in Bridge projects;

3. In the list following information should be provided for the Contracts designed/supervised : Client’s name, nature of services, contract amount, man-months, duration of the service with commencement and completion date;

5. Summary of permanent professional employees with key qualifications;

6. Number of Bridge Engineers who belong to the firm more than one year and average working experiences more than 10 years;
7. Number of  Material & Quality Control Engineer, Electrical Engineer those who belong to the firm more than one year their experiences;
8. Audited financial statement (Balance sheet, Profit & Loss Account and Cash Flow Statement) for last 3 (three) years;

1. Average annual turnover in last 3 (three) years; and

10. History of litigation in courts or any arbitration proceedings (if any).

10. The EOI must be delivered with all supporting documents at or before 12.30 pm on 05 April/2020 in sealed envelopes marked with “Consultancy services for Construction of Bhairab Bridge over Bhairab River at 1^st km of Dighalia (Raligate)-Arua-Gazirhat-Terokhada (Z7040)” to the signatory address.

11. The Request for Proposal (RFP) is expected to be issued to the short-listed Firms by 14 May/2020. The Client will not be responsible for any costs or expenses incurred by the Firm(s) in connection with the preparation or delivery of the EOI. The Procuring Entity reserves the right to accept or reject any proposal without assigning any reason.
