INFORMATION FOR APPLICANT
15. Brief Description of Assignment: The People’s Republic of Bangladesh intends to allocate public funds towards the cost of “Upgradation of Airport Bypass Intersection-Lalbag-Salutikor-Companyganj-Bholaganj Road to National Highway Project” (hereinafter referred to as the ‘Project’) having length 31.776km (2-Lane) and it intends to apply part of the proceeds of this fund to payments under the contract of Consultancy Services for construction supervision against the Civil Works of the Project. All payments of these services will be made in Bangladesh Currency. As part of the services, the consultant shall i) Supervise the Construction Works. ii) Carry out Quantity Survey & Certification iii) Ensure Quality Control iv) Modify Design & Produce Working Drawings (if required)
16. Experiences, Resources & Delivery Capacity Required : Interested Consultant must provide information indicating that they are qualified to perform the services (brochures, registrations, profile, availability of appropriate skills among staff etc.), The EOIs will be evaluated on the basis of the following to prepare a shortlist (1) Registration of the firm, (2) Background of the Firm(s) (limited to 1 page), (3) General & overall experiences of the firm ( Limited to 1 page) (4) Summary of similar projects completed in last 10 years including total professional man-month (limited to 3 pages) (5) Average Annual Turn Over of the firms during the last 3 years (Audited financial reports of the firm(s) for the last 3 years), (6) Availability of appropriate skills among staff, demonstrated capacity to handle such assignment in terms of resources, , (7) VAT & IT certificate .
17. Other Details: Interested consulting firm will be required to submit the EOI (One original & Two copies) to the address below before the EOI closing date & time. EOI’s will be opened on 04-08-2015 just after closing time. In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday etc., EOIs will be received and opened on the following working day. Upon receipt of EOIs the interested firms those are deemed best suited to perform the assignment will be short-listed. There after Request for Proposal (RFP) document will be issued to the short listed firms, The consulting firm will be selected based on Quality & Cost Based Selection (QCBS) method in accordance with the procedures set out in the PPA 2006 and PPR 2008 of GOB.
18. Association with other firms: An applicant may associate with other consultant(s) to enhance their qualifications. Association with foreign firm is not encouraged. However, this is not mandatory.
