Request for Expressions of Interest For Selection of Consulting Firm

1. The Executive Engineer, Road Division, Pabna has been allocated public funds from the Government of the Peoples Republic of Bangladesh (GoB) toward the cost of Revenue Budget, and it intends to apply part of the proceeds of these funds to payments under the contract for the provision of consultancy services for Hydrological & Morphological Study and Environmental Impact Assessment (EIA) for Proposed P.C. Girder Bridges-120.00 m length of Bhangura Bridge at 1st km, 131.50 m Length of Kaidanga Bridge at 6th Km, 225.00 m Length of Bounjai Bridge at 8th Km, 108.00 m Length of Dilpasha Bridge at 10th Km & 135.40 m Length of Bonkirat Bridge at 12th Km of Ullahpara-Laheri Mohonpur-Bhangura Road under Pabna Road Division by engaging consulting firm(s).
2. The roads and Highways Department (hereinafter referred to as the ‘Client’) now invites Expression of Interest (EoI) from reputed Consulting firm / joint venture/association to indicate their interest in providing the services.
3. The Roads and Highways Department (RHD) under the Ministry of Road transport and Bridges, Government of the Peoples’ Republic of Bangladesh will be represented by the Executive Engineer, Road Division, Pabna as ‘Client’ for the project.
4. The service includes to determine the suitable location of bridges along with alignment of approach road, to carry out hydraulic design of bridge and approach road including the river training works, if required from hydrological and morphological considerations and to conduct Environmental Impact Assessment (EIA) prior to construction of the proposed bridge.
5. Short listing of the consulting firms will be made following the procedure indicated in Public Procurement Rules- 2008 (PPR-2008).The client will conduct the short-listing of interested consulting firms for the above mentioned consultancy services.
6. Interested consulting firms are requested to provide information indicating that they are qualified to perform the services. For this purpose the EoI should specially include:
(a) Brochures submitted by the Applicants summarizing the firm (s) facilities and areas of expertise;
(b) Descriptions of similar assignments performed by the firm (s)
(c) Experience in similar operating environments and conditions;
(d) Availability of appropriate experience and professional qualifications among applicant’s staff and adequate resources to carry out the assignment; and
(e) Managerial strength and financial capacity of the firm (s).
7. A Consultant will be selected using the Selection of Consultants based on Consultant's Qualifications (SBCQ) procurement method in accordance with the Public Procurement Rules 2008 and Public Procurement Procedures issued by the GoB.
8. 3(three) sets of EoI (1 original + 2 copy) with supporting documents must be delivered at or before 4.00 PM on 16.03.2016 in sealed envelopes marked with “EOI for Hydrological & Morphological Study and Environmental Impact Assessment (EIA) for Proposed P.C. Girder Bridges-120.00 m length of Bhangura Bridge at 1st km, 131.50 m Length of Kaidanga Bridge at 6th Km, 225.00 m Length of Bounjai Bridge at 8th Km, 108.00 m Length of Dilpasha Bridge at 10th Km & 135.40 m Length of Bonkirat Bridge at 12th Km of Ullahpara-Laheri Mohonpur-Bhangura Road under Pabna Road Division” to the signatory addressed and any late submission will be rejected.
10. The employer will not be responsible for any cost or expenses incurred by the firms in connections with the preparation or delivery of the EoI.
11. The procuring entity reserves the right to accept or reject all the Expression of Interest (EoI) without assigning any reason.
