Office of the Executive Engineer, RHD, Panchagarh Road Division intends to procure consultancy services from a Consulting Firm (National) from the revenue budget of GoB
The Service include: Hydrological and Morphological Study for Proposed 2nd Korotoa Bridge at 14th & 15th Km of Bhajanpur-Nijbari-Atarkhari-Maynaguri-Amtali-Mirgarh-Panchagarh Road (Z-5060) under Panchagarh Road Division during the year 2017-2018.
Brief description of assignment: Government of Bangladesh has decided to construct a bridge at 14th & 15th Km of Bhajanpur-Nijbari-Atarkhari-Maynaguri-Amtali-Mirgarh-Panchagarh Road (Z-5060). EoI is invited for feasibility study from consulting firms. Main objectives of the feasibility study of the bridge project are to determine economic, financial and technical viability for 2nd Korotoa bridge at 14th & 15th Km Bhajanpur-Nijbari-Atarkhari-Maynaguri-Amtali-Mirgarh-Panchagarh Road (Z-5060) under Road Division, Panchagarh. The study shall include but not limited to 1) Assess suitability for the smooth alignment of the proposed bridge 2) Optimization of length, location and alignment of the bridge 3) Carry out detailed hydraulic, hydrological and morphological study (using fully dynamic one and two dimensional mathematical modeling) for ascertaining the optimum length and location of the bridge as well as river training works and hydro-morphological impacts of the bridge on the rivers concerned. 4) Assess formation level considering highest flood level 5) Select suitable bridge type 6) Location and economic openings from drainage and navigation as per BIWTC point of view 7) Carry out detailed Topographic and Bathymetric survey 8) Detail geotechnical investigation at proposed bridge abutment and pier location (Soil investigation). 9) Preparation of Land Acquisition Plan(LAP) for bridge and approach road. 10) Detailed feasibility study considering economic and financial evaluation determining EIRR, NPV, BCR and FIRR along with sensitivity analysis for different scenarios.
Reports to be Submitted: 1) Hydrological and Morphological Study Report. 2) Feasibility Study Report. 3) Sub-Soil Investigation at bridge abutment and pier locations. 4) Land Acquisition Plan (LAP)
Experience, Resources and Delivery Capacity Required: The interested consulting firm(s) must provide information indicating that they are qualified to perform the service. The EoI shall include the following information as a minimum: 1) The consulting firm shall have experience as prime consultant for at least one (01) number of similar consultancy service (Feasibility study and hydro morphological study) during the last 10 years. 2) Brochure of the firm including general and overall experience including company's brochure. 3) Firms name should indicate the association (joint venture or sub-consultancy). In case of joint-venture agreement the name of the partner-in-charge an address must be mentioned in the document. A copy of registration certificate with relevant professional body with proof of latest/updated renewal. 4) General information including legal documents i.e. company registration/trade license, TIN and VAT registration certificate, Income tax certificate etc. 5) List of similar nature of services completed and in progress. 6) List of relevant experienced and professional qualified personnel and staffs. 7) Availability of resources to carry out the assignment. 8) Administrative strength, logistics and financial capability. 9) The financial capability should be shown as financial turn over supported by payment certificate (public fund) for the last 5 years.
The EoI would be evaluated on the basis of the following: i) Registration of the firm. ii) Availability of the key personnel's with CV's iii) Turnover of the consulting firm. iv) Experience of the firm in similar tasks v) History of litigation in any court(s) or any arbitration proceedings vi) List of award winning project(s) by consultancy firm.
A consultant will be selected using the Least Cost Selection (LCS) procurement method in accordance with the Public Procurement Rules-2008. Interested applicants may obtain further information by applying to the addresses below during the normal office hours.
Submission of EoI should be done in the sealed envelope bearing the name and address of the applicant, EoI no. and date addressing the EoI issuing authority in 02(two) copies one marked as "ORIGINAL" and the other as "COPY".
EoI shall be submitted by 1:00pm on 30 January, 2018 in sealed envelope and delivered to Office of the Executive Engineer, RHD, Panchagarh Road Division
The Procuring Entity reserves the right to accept or reject any of all EoI without issuing any reason whatsoever
