ROAD NETWORK IMPROVEMENT AND MAINTENANCE PROJECT-II

EXPRESSION OF INTEREST

1.0 The Government of the People’s Republic of Bangladesh has received a loan from the special fund resources of the Asian Development Bank (ADB) towards the foreign exchange and a portion of the local cost of Road Network Improvement and Maintenance Project-II and intends to apply a portion of this loan to eligible payments for the Consulting services required for preparation of Road Master Plan component under this Project. The Road Master Plan study is required to create a sound sectoral policy to enable the road sector to respond to economic and social needs coherent with the Bangladesh’s macro-economic environment. The road master plan is required to determine investment priorities in the road sector over the next 20 years, paying particular attention to the availability of resources over the next 5 years.

2.0 This study is predicated on the adoption of a National Land Transport Policy (NLTP). This policy contains the broad strategic thrust of the Government of Bangladesh in the road and rail sectors. It also contain cross-sectoral policy objectives and demonstrates a commitment to integrated policy and planning to meet overall social and economic objectives. It has clear policy advice for the road sector, and underlines the key themes which must be reflected in this study. These will include, but not be restricted to, financial sustainability, institutional strengthening, and relevance to economic and social priorities. The policy goals of the NLTP, including economic development, social inclusion, and poverty reduction, must be taken account of, in the road sector policy and master plan.

3.0 The Roads & Highways Department (RHD) under Ministry of Communications, Government of Bangladesh, will be the Executing Agency (EA) for the Project.

4.0 The Roads and Highways Department now invites Expression of Interest (EOI) from internationally reputed consulting firms from member countries of ADB for shortlisting for the following consulting services:

“Preparation of Road Master Plan under Road Network Improvement and Maintenance Project-II”

The consulting services require (i) 34 person-months of international consultants with the expertise of civil engineering, road engineering, transport economics, institutional and public policy, transport planning and demand forecasting, and social/development planning; and (ii) 50 person-months of domestic consultants with the expertise of civil engineering, transport planning, and transport economics.

“Only individual consulting firms are being invited to submit their EOI for shortlisting. The capabilities of only the Lead Partner, in case EOI is submitted by a Joint Venture, will be evaluated and only the Lead Partner will be shortlisted. The RHD/MOC will not entertain any claim whatsoever in this respect from other Partners of the JV for not shortlisting their name along with the lead partner.”

5.0 Quality and Cost Based Selection (QCBS) procedure will be followed for selection of the Consultants and they will be engaged in accordance with the “Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers”.

6.0 The Expression of Interest must include the following information:

(a) Background of the firm(s) with brochures etc.
(b) General and overall experience of the firm(s)
(c) Experience under similar social, geographical and economic conditions
(d) Annual turnover of the firm(s) for the last three years along with audit reports.
(e) Nature, cost, per month inputs, employer, location and field of input for the Works in hand.
(f) Experience of firms(s) in the required area of expertise
(g) Summary of permanent professional employees with key qualifications.

7.0 The expression of interest with supporting documents shall be addressed to

and must be delivered at the above address not later than the working hours of January 15, 2005.

8.0 The Letter of Invitation to submit detailed technical and financial proposals is expected to be issued to the short listed consultants in March 2005. The RHD, MOC, reserves the right to shortlist or not shortlist any or all of the applicant(s) without assigning any reason whatsoever.
