1. The Government of People’s Republic of Bangladesh (GoB) has applied for a Grant from the Asian Infrastructure and Investment Bank (hereinafter referred to as ‘AIIB’) for Consultancy Services for Feasibility Study and Detailed Design of Construction of Kewatkhali Bridge over the river Brahmaputra at Mymensingh with Railway Overpass and Approach (including Service Road) Road. The portion of the proceeds of the grant is intended to be used as payments under the contract for Consultancy Services for Feasibility Study and Detailed Design Services for which the EOI is issued.
2. The scope includes preparing the feasibility study, the detailed engineering design, environmental and social impact assessment, land acquisition plan, resettlement plan, economic study and the bidding documents for 900m bridge, 200m railway overpass and 6.10 kilometer more/less Approach Road. The consulting services comprises the following components:
   1. Task-1. Conduct all study like Traffic Survey, Topographic Survey, Investigation and Data Collection, Road Condition Survey, Bridge Condition Survey, Meteorology, Hydrology & Morphology Study, Environmental & Socio-Economic Survey, Road Safety Audit, Economic Analysis and other related study that are required for 900m bridge, 200m railway overpass and 4-Lane approach (including Service Road) construction of the project.  
   2. Task-2. Prepared detailed design like Geometric Design of the Road and Bridge alignment,  Pavement Design, Bridge Design, Geotechnical Investigation, Financial and Economic Analysis, Mathematical Modeling based on Hydrology and Morphology study, Environmental and Social-Economic Assessment, Road and Bridge Furniture Design, Drainage System development and design, Road Safety Audit, Video Survey and other related detailed design for construction of  900m bridge, 200m railway overpass and 4-Lane approach (including Service Road) construction of the project based on study as per Clients demand.
   3. Task-3. The consultants will prepare the bidding documents and also provide supports to the procurement of civil works upon the government’s request and provide supports to AIIB missions. 
3. The Roads and Highways Department (RHD) (Executing Agency) under Road Transport and Highways Division (RTHD), Ministry of Road Transport and Bridges (MRTB), (hereinafter referred to as ‘the Client’) now invites Expressions of Interest (EOI) Eligible consulting firms (Consultants) to indicate their interest in providing the Services.

4. Consultants will be selected under Quality and Cost Based Selection Method (QCBS) in accordance with the procedures set out in the Procurement Instructions of Asian Infrastructure and Investment Bank which can be accessed at the AIIB external website(http://www.aiib.org).

5. The interested consultant must have following previous experiences of rendering consulting services within last 5 years;

1. Satisfactory completion of study and design consultancy services at least 5 kilometer road section including Traffic Survey, Topographic survey, Hydrology Survey, Axle Load Survey, Geotechnical Investigation, Socio-Economic Survey and Economic and financial assessment study etc.
2. Detailed Design experience of at least 4 (four) multi-span pre-stressed concrete bridge not less than 200 meter in length on 2 lane highway

6. The EOI should specially include (along with certified English Translation if not in English);
   1. The firm’s registration certificate;
   2. Company profile: including management, personnel, firm’s specialty, performance;
   3. The latest annual report
   4. List of rendered services in last 5 years for:
      1. Feasibility Study/Detailed Design of 5 kilometer Road Projects including 200 meter or above PC Girder/Box Girder bridge
      2. Experience in road/bridge projects in developing countries;
      3. Experience in foreign-aided road/bridge projects. 
      4. Contracts where minimum 5 kilometer of road is studied/designed.

                        In the list following information should be provided:

Client’s name, nature of services, contract amount, man-months the firm extended, duration of the service with commencement and completion date;

5. Summary of permanent professional employees with key qualifications;
6. Number of Highway and Bridge Engineers, those who belong to the firm more than a year and average working experiences (years) of those Highway and Bridge engineers;
7. Audited financial statement (Balance sheet, Profit & Loss Account and Cash Flow Statement) for last 3 (three) years;
8. Average annual turnover in last 3 (three) years; and
9. History of litigation in courts or any arbitration proceedings (if any).

8. With all supporting documents, the EOI must be delivered at or before 4.00 pm on November 20, 2018 in sealed envelopes marked with “Consultancy Services for Feasibility Study and Detailed Design” for Construction of Kewatkhali Bridge over the river Brahmaputra at Mymensingh with Railway Overpass and Approach (including Service Road) Road” to the signatory address.

9. The Request for Proposal (RFP) is expected to be issued to the short-listed Firms by November 30, 2018. The Client will not be responsible for any costs or expenses incurred by the Firm(s) in connection with the preparation or delivery of the EOI. The Procuring Entity reserves the right to accept or reject any proposal without assigning any reason.
