a.        Supply, Customization and Implement a Proven Off-the-Shelf Modern Real-Time, Web-based, On-Line Centralized Toll collection System using Oracle 11g/12c database connected with BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including transaction amount and vehicle footage) Real-Time simultaneously from Toll Plaza, RHD Head Office and Road Transport and Highways Division, Ministry of Road Transport and Bridges;

b.        Operation and Management (O&M) of Real-Time, web-based, On-Line Centralized multi-station toll management & monitoring system;

c.        Supply, Installation and Maintain of 04(Four) Nos. of Weigh Scale at Charsindur Bridge.

Brief Description of Assignment

:

Scope of service includes but not limited to the following:

1. Supply, Customization and Implement a Proven Off-the-Shelf Modern Real-Time, Web-based, On-Line Centralized Toll collection System using Oracle 11g/12c database connected with BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including transaction amount and vehicle footage) Real-Time simultaneously from Toll Plaza, RHD Head Office and Road Transport and Highways Division, Ministry of Road Transport and Bridges;
2. Supply and Installation of all related Hardware, Software and Network along with setup of requisite POS Terminals, Local Data Center with backup facilities including power equipment at both the Toll Plazas;
3. Supply and Installation of all related Hardware, Software, Network to manage traffic including Automated Toll Barriers, Lane Processors along with Display, Indoor & Outdoor IP Cameras, NVR, etc.;
4. Supply and Installation of all related Hardware and Network along with display units between Toll Plazas and RHD Head Office, Road Transport and Highways Division, Ministry of Road Transport and Bridges for monitor the system;
5. Supply and Installation of required hardware and software at Central Data Center in any suitable place in Dhaka including Central Server, Backup Server and all related Hardware and Software must be completed;
6. Supply and installation of required hardware and software at disaster recovery Center in any suitable place in Dhaka including main disaster recovery server, backup disaster recovery server and all related hardware and software;
7. Supply, Customization and Installation of Real-Time On-Line (web-based) Centralized Prepaid Smart Card/Prepaid Windshield Sticker Management System using Oracle 11g/12c database connected with BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including laden weight, additional charge if any and vehicle footage) Real-Time simultaneously from both the Toll Plazas, RHD Head Office and Road Transport and Highways Division, Ministry of Road Transport and Bridges;
8. Supply and Installation of all related Hardware, Software, Network along with setup of requisite RFID equipments for automatic toll deduction from both the Toll Plazas;

9. Integration of Centralized Toll Management System, Centralized Prepaid Smart Card/Prepaid Windshield Sticker Management System and Centralized Weigh Scale Management System;

10. Supply and Installation of 04(Four) Nos. of Weigh Scale at Charsindur Bridge site including all related Hardware, Software and Network. Weigh Scale Management System shall be guided by “Motor Vehicles Axel Load Control Station Operation Policy - 2012”;
11. Beautification of both the Toll Plazas including Toll Operators and Administrative Staffs Accommodation, Security Staffs Accommodation and related other works;
12. Besides implementing the system at Charsindur Bridge (Site Office), a separate real-time online information system needs to be implemented (which must be the integral part of the entire system). This system should facilitate for the RHD to monitor collection and deposition of daily collected amount at RHD head quarter and Site Offices simultaneously;
13. The customized software shall have provisions to generate toll collection reports for RHD on daily/weekly/monthly basis or on demand.
14. The customized software shall have provisions for auto calculation of Toll and fee structure and also have provisions of adjustment of Toll fee in case of any change made by the Government from time to time. Subscribers will be able to get toll deposit receipts/tickets from the Toll booths. The Vehicles shall be automatically classified as per the BRTA database. In this case, the service provider shall take necessary steps and supply all equipment and network at BRTA end for obtaining the data on real time basis.
15. An effective and efficient gate-way shall be developed by the service provider so that all information remains available both at service provider’s site and RHD’s site;
16. The service provider shall develop and maintain on-line system (network) with respective RHD offices and banks so that RHD officials can instantly cross check the money deposited before making endorsement;
17. RHD shall provide Toll Booth and space for Bank Booth/Bank Authorized Agent Booth for deposit the Toll;
18. Reconciliation of fee shall be made on monthly basis between RHD, Service Provider and Bank. RHD official will have access to operator local collection offices at any time in this connection as and when required.
19. Ensure total backup support and supply of necessary equipment from ready stock for smooth operation of toll management and collection system for 24/7 basis.
20. Networking with the Bank for Auto Transfer of Collected Toll;
21. Technology Transfer.

Experience, Resources and Delivery Capacity Required

:

1.      Background of the firm(s) with general experience in related woks and overall experience including company's brochure;

2.      Experience of the Firm’s in similar assignment as follows; Completed during the last 10 (ten) years.

a.  Experience in design development, supply, customized & implement a Proven Off-the-Shelf Modern Real-Time, Web-based, On-Line Centralized Toll collection System of major bridge / flyover / highway / expressway / railway in a single contract completed over a period of last 10 (ten) years.

b.  Experience in Operation & Management of a Proven Off-the-Shelf Modern Real-Time, Web-based, On-Line Centralized Toll collection System of major bridge / flyover / highway / expressway / railway n a single contract completed over a period of last 10 (ten) years.

3.      Experience of the Firm’s in similar assignment executed/ completed during last 10 (ten) years in similar operating condition.

4.       Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) and availability of the resources & demonstration capacity to carry out such assignment;

5.      Financial capability & administrative/Managerial strength:

a.  Average annual turnover shall be greater than BDT 5 crore of the best 03 (three) years in the last 5 (five) years including audit report;

b.  The minimum amount of liquid assets or working capital or credit facilities shall BDT 2.00 crore;

c.   Company's incorporation certificate, Trade license, VAT registration certificate, IT certificate and administrative / managerial structure with company’s organogram with list of staff, Membership Certificate from Bangladesh Association of Software and Information System (BASIS) or ISO certification in software development and maintenance or at least CMMi Level 3 certification in software development and maintenance or incorporate equivalent membership of similar certificate in that line.

N.B- All Certificate shall be issued by concerned authority.

Other Details (if Applicable)

:

Submission of EOI shall be in closed format mentioning the name and address of the applicant, EOI no. & date and be addressed to the EOI issuing Authority in 2(Two) copies; 01(One) marked as "ORIGINAL" and other as "COPY" in separate envelope in the form of book binding, Both the "ORIGINAL" and  "COPY" shall have to cover within a single envelope. The applicant shall mention the page no. serially in every page of submitted EOI Document.

Association with local / foreign firms is

:

Association with local / foreign firms is applicable to the following:

1. Interested firms may associate with other firms (Local or Foreign) to enhance their qualifications but should mention whether the association in the form of “Joint Venture” or “Sub-Consultancy”. In case of association all member of such “association” should have real and well defined input of assignment.

2. In case of Joint Venture lead Partner should have the experience in (a) Design development, supply & installation of online electronics / computerized toll revenue collection system of major bridge / flyover / highway / expressway in a single contract completed over a period of last 10 (ten) years and / or (b) Operation & Management of online electronics / computerized toll collection and traffic management system of major bridge / flyover / highway / expressway in a single contract completed over a period of last 10 (ten) years.

3. In addition to the above the JV shall have to comply with the experience mentioned in “Experience, Resources and Delivery Capacity required” collectively.

4. The lead partner shall not authorize any other partner to sign the proposal document / contract document.
