Invitation for Expressions of Interest for Operation and Maintenance of Axle Load Control Stations at Dhaka and Chittagong.

Axle Load Control Stations at (1) Bathuli, Dhamrai, Dhaka on the Dhaka-Aricha Highway and at (2) Sitakunda, Chittagong on the Dhaka-Chittagong Highway are now under implementation under the Third Road Rehabilitation and Maintenance Project (RRMP-III). The stations will be operated for controlling overloading truck traffic by government approved mechanism with a view to preserve the national road networks from the damaging effect of over loading. Each station has Axle Load Measurement installation on both sides of the Highway for opposite traffic. In each side, the 600m long installation includes two HSWIM (High-speed Weigh-in-Motion) equipment and one LSWIM (Low-speed Weigh-in-Motion) equipment with integrated traffic sensors, video cameras, signs, signals, terminals, computing & communications equipment, connections, nodes and compatible suits of softwate; control building and annexes, approach roads comprising acceleration & deceleration lanes, laybys, gates, fences, barriers, truck parking area, lighting, generator and other related features required for the functioning of the station. The approach roads comprised of flexible pavement, rigid pavement and modern subsurface drainage system requiring careful maintenance.

The constructing contractor will do the Operation and Maintenance (O&M) for six months after its expected completion by May 2006. The constructing contractor is also responsible for the general maintenance of the stations for 12 months after completion of the work. i.e. the selected O&M firm will not be responsible for the general maintenance of the stations for the first six (6) months of their services. However, they will be responsible for the maintenance of structures/installations constructed/included by them/any other entity but the constructing contractor, being approved by competent RHD authority, from the beginning of their services. The selected O&M Firms for the stations would be in place from December 01, 2006.

The timeframe of different events stated above based on present condition of on going construction of Axle Load Control Station. This timeframe may slightly vary as per actual situation.

The RHD now invites eligible Firms/Organizations/Consortiums having joint ventures with overseas Companies to submit their Expressions of Interest (EOI) for the Operation and Maintenance of the aforementioned Axle Load Control Stations separately.

The services to be provided are:
· Comprehensive operation and maintenance of the Axle Load Control Station as per government approved framework.
· Collection of overloading fine revenues as approved by the government.
· Keeping the Axle Load Equipment and associated traffic management system operating round the clock with necessary expertise maintenance support including parts of hardware and software management.
· Keeping the associated roads, buildings and other installations as per international standard through routine inspection and maintenance.
· Ensure beefed-up security of the station and associated structures/installations when required.

In the case of an association/consortium of joint venture, all members should have real and well-defined inputs to the assignment and it is preferable to limit the total number of entities to a maximum to three.

The short listing will be made as per the Public Procurement Regulations 2003 of the Government of the People’s Republic of Bangladesh (GOB). Short-listing will be made in accordance with the Quality and Cost Based Selection (QCBS) procedure of the Public Procurement Regulations 2003.

Eligible payments under the contract shall be made in local currency (Bangladesh Taka) only from GOB Fund. The penalty revenue to be collected shall be deposited in the Government Account as approved by the GOB.

Interested Firms/Organizations/Consortiums must provide the following information indicating that they are qualified to perform the Services:
a) Background of the entity(s) with brochures etc.
b) General and overall experience of the entity.
c) Experience under similar social, geographical and economic conditions.
d) Annual turnover of the entity(s) for the last five years along with audit reports.
e) Employer, location, work value, tenure of contract and other relevant information of similar works in hand.
f) Experience of entity(s) in the required area of expertise.
g) Summery of permanent professional employees with key qualifications.

Short-listing will be carried out based on the strength and weakness of the information provided by the applicants.

Expression of Interest with supporting documents must be submitted in writing to the address given below by May 28, 2006.

The expected location, "Dhaka" or "Chittagong", for the submitted EOI shall be clearly stated on the top of the EOI Envelop as well as in the EOI document. An entity can submit EOI separately for both the locations; however short-listing of the entity for both the locations will depend on its technical and financial capability.

The letter of invitation to submit detail technical & financial proposals would be issued to the short-listed entities in future. The RHD reserves the right to short-list or not to short-list any or all of the applicant(s) without assigning any reason whatsoever.
