Assignment Title: Request for Expressions of Interest (EOI) of Construction Supervision Consultancy Services for Construction of Kewatkhali Bridge at Mymensingh.

The Government of the Peoples' Republic of Bangladesh (GoB) has received for financing from the Asian Infrastructure Investment Bank (AIIB) towards the cost of the “Construction of Kewatkhali Bridge at Mymensingh” and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include construction supervision of a steel arch bridge, Approach bridges, Rail overpass and 4 lane highway with SMVT lane. A team of Construction Supervision Consultant shall be engaged to assist Roads and Highways Department (RHD) to implement the Project.The Project Director of RHD Project Implementation Unit (PIU) shall be the Client for the Consulting Service contract.

The primary objective of the consultancy services is to ensure (i) Review and Confirmation of detailed design of bridges, overpasses, bridge approach, toll plaza and pavement; (ii) Ensure that all works comply with the approved engineering designs and technical specifications, agreed schedule and budget, terms and conditions of the contracts, standard engineering practice, and AIIB’s Environmental and Social Standard (ESS);   (iii) Review the methods of construction proposed by the contractor; (iv) Make all necessary measurements and control the quality of works and advise the engineer in making decisions required for the successful and timely implementation of the construction contracts; (v) Prepare/Review the detailed work plan, progress reports and implementation schedule for the project to ensure effective monitoring and timely project outputs; (vi) Prepare operational and maintenance manuals;  In addition, provide other supports as may be necessary during the course of execution of the project.

The Professional input essential for this assignment is of minimum 710 man-month approximately. The assignment for the Construction Supervision Consultant will span through a period of 48 (forty-eight) months from the date of employment which is presumed to be commenced from September 2022.

The Project Director, Construction of Kewatkhali Bridge at Mymensingh project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

A) Technical Competence: Details of work experience in similar projects; (please include Client’s name, nature of services, contract amount, man-months the firm extended, duration of the service with commencement and completion dateand Client’s completion certificate). The following criteria shall be considered for Similar Projects:

i) General experience: Minimum 10 (ten) years overall experiences in the Road/rail/Bridge construction supervision service

ii) Design/Design review of highway/rail steel bridge (at least a single span length of 100 meter or more) and prestressed concrete girder bridge (total bridge length 500 meter or more) completed in last 8 years

iii) Construction supervision of highway/rail steel bridge (at least a single span length of 100 meter or more) completed in last 8 years

iv) Construction supervision of prestressed concrete girder bridge (total bridge length of 500 meter or more) completed in last 8 years

v) Construction supervision of 4-lane highway (10 kilometer or more) completed in last 8 years

vi) At least 2 (two) Construction Supervision Consultancy in the transport sector under Multilateral Development Banks’ (MDBs) funded projects in last 8 years

B) Geographic Experience: Details of work experience in similar geographic (i.e. south asia region) areas;

The attention of interested Consultants is drawn to Section II, paragraph 4.4, and paragraph 4.9 of the AIIB’s “Procurement Instructions for Recipients” June 2, 2016, setting forth the AIIB’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant shall be selected in accordance with the Quality and Cost Based Selection (QCBS) Method in accordance with the procedures set out in AIIB's Standard Procurement Document (SPD) 2021.
