NOTICE FOR PREQUALIFICATION OF CONTRACTORS
FOR FIRST YEAR CYCLE

RE-INVITATION FOR PREQUALIFICATION

1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank in various currencies towards the cost of the Road Maintenance Component of Road Maintenance and Improvement Project. The first year programme of this component involves the implementation of road maintenance on selected sections of National Highway N1 located in the southeastern sector of Bangladesh. It is intended that a part of the proceeds of this loan will be used for eligible payments under the contracts for which this invitation is issued.

2. The Roads and Highways Department. Ministry of Communications, Government of the People's Republic of Bangladesh, hereinafter referred to as the "Employer", intends to pre-qualify civil works contractors for the following road maintenance contracts under this project:

3. The invitation to pre-qualification for the said Contracts was earlier called by the Employer vide memo no. 1735/1 dated 03.09.2002. Due to receipt of insufficient numbers of responsive applications, the Employer has decided to invite fresh applications. All applications received earlier will stand cancelled.

4. The Maintenance works under Contracts 1 & 2 would mainly involve rehabilitation/repair of existing bituminous surfacing either through milling and cold recycling by a mechanized system using foamed bitumen as rejuvenator/binder or through milling and hot in plant recycling using straight run bitumen as binder and provision of bituminous overlays including repair of shoulders.

5. It is expected that the bids for the project would be invited by August 2003.

6. Pre-qualification is open to firms and voluntarily formed Joint Ventures from eligible member countries of the Asian Development Bank. Applicants may apply for pre-qualification in one or both of the above contracts. To pre-qualify, an Applicant (a Firm or the Lead Partner of Joint Venture), besides having long standing and proven experience for successful completion of civil work contracts under similar conditions, must have completed at least one similar project on mechanized construction of asphalt pavement/overlay for major highways with a contracted value of US $ 10.0 million or equivalent during last 10 (ten) years. In addition, a Firm or a Partner of Joint Venture, shall either have work experience in milling & recycling of asphalt pavements for a minimum quantity of road surface area of 1,00,000 sqm for at least one project during last 5 (five) years or shall have a tie up with a Specialized Sub-contractor(s) who have experience in milling and recycling of asphalt pavements. A Firm or a Joint Venture, neither having experience in milling & recycling of asphalt pavements nor proposing tie up with Specialized Sub-contractor(s) having similar experience, need not apply.

7. The notice for invitation of Pre-qualification Documents for Road Maintenance Component (First Year Cycle) under Road Maintenance and Improvement Project is also available on RHD web-site www.rhdbangladesh.org.

8. Eligible applicants may obtain the pre-qualification documents by submitting a written request stating clearly "Request for Pre-qualification for Road Maintenance Component (First Year Cycle) of Road Maintenance and Improvement Project". The documents are available with the

on payment of a non-refundable fee of Tk.6,000.00 or US$ 100.00 in cash or in the form of a bank draft or pay order payable on any scheduled Bank of Bangladesh, in favour of the Project Manager, RHD, Comilla, during office hours with effect from 21 June 2003. If requested, the Employer will promptly despatch the documents by registered airmail but under no circumstances can the Employer be held responsible for late delivery or loss of the documents so mailed.

9. Submissions of Applications for Pre-qualification must be in sealed envelope, which must be delivered either by hand or by registered mail to the above mentioned address of the Office of the Additional Chief Engineer, during office hours on or before 20 July 2003, and be clearly marked "Application for Pre-qualification for Road Maintenance Component (First Year Cycle) of the Road Maintenance and Improvement Project- contract names and contract numbers".

10. The Employer reserves the right to accept or reject the late applications.

11. Applicants will be advised, in due course of the results of their applications. Only firms and joint ventures pre-qualified under this procedure will be invited to bid.
