Expression of Interest (EOI)

1. The Government of the Peoples Republic of Bangladesh (GOB) will provide fund from development budget towards the cost of Construction of Bangladesh-Myanmar Direct Link Road Project (BMDLR). It intends to apply part of the proceeds of this fund to payments under the contract for consultancy services for detailed survey, investigation and design of the proposed project. The project component consist of construction of 2 (Two) Km of road within Bangladesh portion (Balukhali-Gundum in Cox’s Bazar District) and 23 (Twenty three) km road inside Myanmar (Taungbro-Bawlibazar in Rakhaine Province) including bridges and culverts. All payments for the consultancy services will be made in Bangladesh currency i.e. Bangladesh Taka.

2. The Roads and Highways Department (hereinafter referred to as the ‘Client’) now invites Expression of Interest (EOI) from reputed Consulting firm or firms in joint ventures / Association for short listing of the Consultancy Services for the Detailed Survey and Design of proposed project.

3. The Roads and Highways Department (RHD) under ministry of Communications, Government of Bangladesh represented by the Additional Chief Engineer, RHD, Bridge Management Wing will be the ‘Client’ for the project.

4. As part of the Services the consultant will:
i) Carry out economic and technical viability of the alternate proposed alignment.
ii) Preparing BoQ and costing of the project
iii) Conduct detailed survey of road alignment including geometric features of road and river gaps, drainage and retaining structures.
iv) Carryout geo-technical and materials investigations, hydrological, morphological and drainage surveys.
v) Develop detailed engineering designs for road alignment, embankments, elevated sections, cuts, Bridges, Culverts and pavement structures, drainage, erosion protection, Hill slide protection, intersections, while taking into account traffic volumes and vehicles types to use the road;
vi) Incorporate appropriate environmental monitoring and mitigation measures, which are required to be undertaken during construction;
vii) Prepare technical specification, indicative Project implementation schedule and expenditure for contract package.

5. Selection / Short listing will be made in accordance with Quality and Cost-based Selection Procedure, following the procedure indicated in Public Procurement Rules-2008 (PPR-2008).

6. The client will conduct the short-listing of interested consultant firms for the above mentioned consultancy services. The firm must have previous experience of rendering consultancy services for detailed designs, preparing pre-qualification and bidding documents at least 10 (Ten) Km 2-lane Highway Road and a 2-lane Highway Bridge of length not less than 250 meter in a single contract within last 10 years. The EOI should specially include:

a. Background of the firm(s) (limited to one page);
b. General and overall experience of the firm(s) (limited to one page);
c. Summary of similar projects undertaken (limited to Three pages);
d. Summary of permanent professional employees with key qualification and experiences;
e. Summary of the temporary professional employees with key qualification and experiences;

7. Interested reputed consulting firm or firms in joint ventures with another firm are being invited to submit their EOI for short-listing. The capabilities of only the Lead Partner will be short-listed. RHD will not entertain any claim whatsoever in this respect from other partner of the associations for not mentioning their name along with the Lead Partner.

8. The EOI with supporting documents must be delivered at or before 12.00 PM on 04/05/2008, in sealed envelopes, marked with “EOI FOR STUDY AND DESIGN FOR THE BANGLADESH – MYANMAR DIRECT ROAD LINK PROJECT” to the signatory addressed and late submission will be rejected.

9. The request for proposal to submit detailed technical and financial proposal is expected to be issued to the short listed firms by July, 2008. The Employer will not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the EOI.
