The People’s Republic of Bangladesh intends to apply a credit from the World Bank toward the cost of the implementation of Road Sector Reform Project and it intends to apply part of the proceeds for the provision of consultancy services for the project by hiring one individual consultant as International Procurement Advisor (IPA).
The services, among others, include the following:
(i) For large value contracts, IPA will review the bidding documents, request for proposals, short-list of consultants,
(ii) For large value contracts (i.e. financial delegation of Ministry and above) IPA will be a member of the bid evaluation committee;
(iii) Review the annual ex-post review reports for small contracts of RHD and provide guidance to RHD to take necessary action on post review.
(iv) Make field visits to a number of sites and check the quality of procurement of goods and works and performance of the suppliers/contractors.
(v) Review the annual procurement plan of RHD and timeliness of procurement processing;
(vi) Provide necessary oversight and guidance to the procurement of RHD for smaller contracts to ensure that those contracts are implemented in accordance with the agreed procedures;
(vii) Provide guidance to RHD staff to develop better procurement management capacity and monitor their capacity development program;
(viii) Review quarterly report on the compliance of the procurement plan and the procurement risk mitigation framework prepared for the MOC and the World Bank for RSRP project;
Qualification and Experience:
The International Procurement Advisor (IPA) should have Graduate/Post-graduate qualification (at least Bachelors in Engineering or Masters in procurement/ commerce / finance/ business/ management/ law or suitable equivalency) with work experience of about 15 years, of which at least 10 years are directly related to the relevant tasks of preparation of bidding/ proposal documents/ procurement plan, evaluation of bids/proposals, negotiation of contract awards, and field inspections relating to contract performance. The expert must have demonstrated sound technical expertise in international good procurement practices and have proven track record of providing procurement oversight functions. Knowledge of World Bank/Asian Development bank or similar development partners Procurement Guidelines will be preferred. Experience of working in developing countries with similar conditions will be helpful. S/he must have excellent communication and writing skills with higher-level computer skills in Windows operating system (Word, Excel, Access, etc) and other applications.

RHD now invites eligible Applicants (individual consultants) to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with Expected remuneration).
Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person.
The consultants will be selected using the selection of individual consultant in accordance with the current World Bank’s Consultants Guidelines. It is expected that services will be commenced in June 2008 at Dhaka, Bangladesh and shall be completed on December 2012. Consultant’s contract duration would be approximately two years and may be extended for another two year subject to satisfactory performance.
Expressions of Interest shall be submitted by date12-06-2008 by 3:00 PM either in sealed envelope or through email sent to Project Director, and be clearly marked "Expressions of Interest for Individual Consultant- International Procurement Advisor”.
The procuring entity reserves the right to accept or reject all EOIs.
