Request for Expression of Interest (EoI) For Selection of Consulting Firm

RHD Road network all over Bangladesh by engaging Consulting Firm (National) during the year 2008-2009 in two packages.
In package-1: Dhaka, Chittagong, Comilla & Sylhet Zones.
In package 2: Rajshahi, Rangpur, Khulna & Barisal Zones.
The Roads and Highways Department (RHD) under the Ministry of Communications (hereinafter referred to as the ‘Client’) now
invites Expression of Interest (EoI) from reputed consulting firm or firms in Joint Venture / Association for short listing
of the consulting services for the Road Condition Assessment Work.
The Services include:
Road Condition Assessment works of RHD Road Network, 2008 covering of about 17,557 km. of RHD Roads. The work includes the
services: (a) Road condition Survey b) Classified Traffic Count Survey c) Benkelman Beam Deflection d) Video Traffic Count.
The Experience, Resources and Delivery Capacity required are:
1) Brochures & registration of the firm(s).
2) General and overall experience of the firm(s) (limited to three page).
3) Experience of the firm(s) in similar projects works during the last 10 (ten) years (limited to three page).
4) Average annual turnover of the firm(s) during the last 3 (three) year,
5) Summary of permanent professional employees with key qualifications.
The superintending Engineer, HDM Circle now invites eligible applicants to indicate their interest in providing
the services. Interested Consulting Firms are invited to provide information indicating that they are qualified to perform
the services. The information should be provided on: brochures & registration of the firm, description of similar
assignments, experience in similar operating conditions, availability of appropriate professional qualification & equipments
and experience among staff, etc.
Interested Bonafide Consulting firm / Joint Venture firms are invited to submit EoI proposal enclosing only the required
information. In case of joint venture it is preferable to limit the total number of firm including associates to a maximum
of 3 (three).
A Consulting Firm will be selected using the Quality and Cost Based Selection (QCBS) procurement method in accordance with
the Public Procurement Rules 2008 (PPR-2008) and Procurement procedures issued by the GoB.
Interested Applicants may obtain further information by applying to the address below during normal office hours.
Expression of Interest shall be submitted by 2.00 pm on 14/10/2008, in sealed envelop delivered to Superintending Engineer,
RHD, HDM Circle, Room No-Kha-407, Sarak Bhaban, Ramna, Dhaka-1000 and be clearly marked “Request for Expressions of Interest
for selection of Consulting Firm” for Package-1 & Package-2 separately.
The procuring entity reserves the right to accept or reject all EoI’s.
