Request for Expression of Interest (EOI)

2. The Roads and Highways Department (hereinafter referred to as the ‘Client’) now invites Expression of Interest (EOI) from reputed Consulting Firm(s) in joint ventures / association to indicate their interest in providing the services.
3. The Roads and Highways Department (RHD) under the ministry of Communications, Government of the Peoples’ Republic of Bangladesh will be represented by the Additional Chief Engineer, RHD, Bridge Management as ‘Client’ for the project.
4. The services includes collecting data, traffic counts, topographic survey, hydro morphological study of the rivers, sub-soil exploration studies and investigation, probable bridge locations, preliminary design, techno economic analysis, navigational aspect, environmental and resettlement issues general requirements for the preparation of a Feasibility Study.
5. Selection / Short listing of the Consulting Firms will be made in accordance with Quality and Cost-based Selection (QCBS) method, following the procedure indicated in Public Procurement Rules-2008 (PPR-2008).
6. The client will conduct the short-listing of interested consulting firms for the above mentioned consultancy services. The firm must have the experience of rendering the following consultancy services within last 10 years:
i) Feasibility study & preliminary engineering design of two-lane highway multispan prestressed concrete bridge not
less than 1000m in length.
ii) Feasibility study & preliminary engineering design of 1(one) two-lane highway extradosed bridge not less than
600m in length.
The EOI should specially include:
a. Background of the firm(s) (limited to one page);
b. General and overall experience of the firm(s) (limited to one page);
c. Summary of similar projects undertaken (limited to Three pages);
d. Summary of permanent professional employees with key qualification and experiences;
e. Summary of the temporary professional employees with key qualification and experiences;
7. Interested reputed Consulting Firm(s) in joint ventures/ consortium/ association (JVCA) are being invited to submit their EOI for short listing. Incase of JVCA the lead firm must have the above stated experience i.e
i) Feasibility study & preliminary engineering design of two-lane highway multispan prestressed concrete bridge not
less than 1000m in length.
ii) Feasibility study & preliminary engineering design of 1(one) two-lane highway extradosed bridge not less than
600m in length.
The associate firm must have previous experience of rendering consultancy services of any road sector project within last 10 years. Total number of firms in such joint venture (JVCA) will not be more than two (one lead partner + one associate partner).
8. The EOI with supporting documents must be delivered at or before 4.00 PM on 04/03/2010, in sealed envelopes, marked with “EOI FOR FEASIBILITY STUDY OF 2ND MEGHNA AND 2nd MEGHNA-GUMTI BRIDGE ON DHAKA- CHITTAGONG NATIONAL HIGHWAY” to the signatory addressed and any late submission will be rejected.
9. The Employer will not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the EOI.
10.The procuring entity reserves the right to accept or reject all proposals without assigning any reason.
