Request for Expression of Interest for consultancy services against the construction supervision of Joydevpur-Maymensingh Road Improvement Project (JMRIP) N3.

1.0 The People’s Republic of Bangladesh intends to allocate public funds towards the cost of Joydevpur-Mymensingh Road Improvement Project having length 87.67 km (4 Lane) (hereinafter referred to as the ‘project’), and it intends to apply part of the proceeds of this fund to payments under the contract of Consultancy Services for Construction Supervision against the Civil Works of the Project. All payment for this services will be made both in Bangladesh Currency (Tk.) and Foreign Currency (US$).
2.0 The Roads and Highways Department’s (hereinafter referred to as the ‘Employer’) now invites Expression of Interests (EOI) from Internationally reputed consulting firms individually/in Joint Venture (JV) or in Association with National Consulting firm(s), for short listing of the Consultancy Services.
3.0 The Roads and Highways Department (RHD) under Ministry of Communications (MoC), Government of Bangladesh will the Executing Agency (EA) for the Project.
4.0 As pert of the service, the consultant will:
i. supervise the construction works,
ii. monitor and evaluate the environmental impacts and ensure all mitigations measures are implemented according to national guideline.
iii. prepare periodic reports on performance and progress of the project, and
iv. provide training to staff or build the capacity of RHD, where necessary, road design/construction/safety, contract administration.
5.0 International Competitive Bidding will be conducted, and selection will be made in accordance with Quality and Cost-based Selection procedure following the procedure indicated in PPR’2008.
6.0 The Employer will conduct the short-listing of interested consultant firms for the above mentioned consultancy services. The EOI should specifically include:
• Background of the firms(s) (limited to one page);
• General and overall experience of the firms(s) (limited to one page);
• Summary of similar projects completed in last 10 years including total professional man-month (Limited to two pages).
• Summary of similar projects completed in the country or region during last 10 years including total professional man-month (limited to three pages);
• Audited financial reports of the firms(s) for the last three years;
• Nature, size, employer, location, and type of input for contracts in hand (limited to three pages); and
• Summary of permanent professional employees with key qualifications (limited to one page).
7.0 Individual International reputed consulting firms in JV or in Association with National Consulting firms are being invited to submit their EOI for short listing. However, the total number of firms including the lead partner shall be limited to 4 (four) nos. in case of JV or an association. The capabilities of only the lead partner in case the EOI submitted by an association will be evaluated and only the Lead Partner will be short listed. RHD will not entertain any claim whatsoever in this respect from other partners of the association for not mentioning their name along with the lead partner.
8.0 The EOI (one original & two copies) with all supporting documents must be delivered at or before 16:00 on 28 April 2010, in sealed envelopes, marked with EOI for “Supervision of Civil Works for Joydevpur-Mymensingh Road Improvement Project (JMRIP)”, and be delivered to address mentioned above. Late submissions will be rejected.
9.0 The request for proposal to submit detailed technical and financial proposal is expected to be issued to the short listed firms in June 2010.
10.0 The employer will not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the EOI.
11.0 The procuring entity reserves the right to reject any/all EOI(s).
