The Project Director, Eastern Bangladesh Bridge Improvement Project has been allocated public funds from the Government of the Peoples Republic of Bangladesh (GoB) toward the cost of the Eastern Bangladesh Bridge Improvement Project, and it intends to apply part of the proceeds of these funds to payments under the contract for the provision of consultancy services (NGO Services) for the project by a Consulting Firm (National).
The Services include:
The NGO Services will be required for revision, finalization and implementation of Land Acquisition and Resettlement Action Plan for the proposed Project. The Project is designed to construct/replace/re-construct and/or repair of bridges at sixty three (63) locations on 04 (four) National and 08 (Eight) Regional Highways in the Eastern part of Bangladesh i.e. in Dhaka, Chittagong, Comilla and Sylhet Zones of Roads and Highways Department (RHD). The people who will be affected due to execution of the project shall be appropriately compensated and assisted for adequate resettlement/ rehabilitation.
The Experience, Resources and Delivery Capacity required are:
a) The interested NGOs must be a non-profit human welfare organization having
I. General experience in resettlement of Project Affected People (PAP) in different foreign aided projects for at least 05 (five) years.
II. Specific experience in land related survey, resettlement/rehabilitation related activities in different bridge/road development foreign aided projects for at least 03 (three) years.
b) Only NGOs, registered in Bangladesh, are invited to submit their EOI for the required Services under this Project.
The Project Director, Eastern Bangladesh Bridge Improvement Project now invites eligible Applicants to indicate their interest in providing the services. Interested Consultants are invited to provide the following information indicating that they are qualified to perform the services:
a) Background of the NGO (limited to two pages);
b) Notarized copies of the registration of the NGO (with Department of Social Services/Registrar of Joint Stock Companies and as well as with the NGO Affairs Bureau);
c) General and overall experience of the NGO ( limited to three pages);
d) Summary of experience of NGO in the required area of expertise giving the name of the Project, the Employer, location and type of input provided by the NGO;
e) Summary of experience undertaken in the countries outside Bangladesh with similar geographical and economic conditions, if any (limited to three pages);
f) Audited financial reports for the last three years;
g) Nature, size, employer, location and type of input for NGO Assignments in hand; and
h) Summary of Professional employees with key qualifications (limiting to one-quarter page for each employee)
Applicants may associate with other Applicants to enhance their qualifications and though not mandatory, association with foreign firms is not encouraged in this instance.
A Consultant will be selected using the Quality and Cost Based Selection (QCBS) procurement method in accordance with the Public Procurement Act 2006 and Public Procurement Rules 2008 issued by the GoB. It is expected that Revision, Finalization of Resettlement Action Plan (RAP) will be commenced on Sep'11 and shall be completed on Oct'11, Implementation of Resettlement Action Plan will be commenced on Nov'11 and shall be completed on Feb'13

Expression of Interest shall be submitted by 1:00 PM on 06/04/2011, in sealed envelope delivered to “ Project Director (ACE), RHD, Eastern Bangladesh Bridge Improvement Project” and be clearly marked "Request for Expressions of Interest for Consulting Firm (NGO Services) (Time - based)."
The procuring entity reserves the right to accept or reject all EOI's.
