FEASIBILITY STUDY OF THREE ROAD PROJECTS IN DHAKA ZONE UNDER ROADS AND HIGHWAYS DEPARTMENT.

The Government of the Peoples Republic of Bangladesh (GOB) will provide fund from revenue budget towards the cost of consultancy services for “FEASIBILITY STUDY OF THREE ROAD PROJECTS IN DHAKA ZONE UNDER ROADS AND HIGHWAYS DEPARTMENT” for the projects mentioned below by engaging consulting firm(s).
i. Construction of Dhaka Western Bypass.
ii. Four Laning of Dhaka Bypass
iii. Construction of Fatulla-Munahiganj-Lauhagarg Road
2. The Roads and Highways Department (hereinafter referred to as the “Client” now invites Expression of Interest (EOI) from reputed Consulting Firm(s) single or in joint ventures/association to indicate their interest in providing the services.
3. The Roads and Highways Department (RHD) under the Ministry of Communication, Government of the Peoples' Republic of Bangladesh will be represented by the Additional Chief Engineer, RHD, Bridge Management Wing as `Client' for the project.
4. The service includes feasibility study and preliminary engineering design for the above mentioned three road projects. It should cover traffic study and forecast, alignment of road study, geotechnical and material study, sub-soil exploration studies and investigation, social impact, resettlement and socioeconomic study, economic evaluation and preliminary engineering design including preparation of feasibility reports separately for each of the above mentioned projects.
5. Short listing of the consulting firms will be made following the procedure indicated in Public Procurement Rules-2008 (PPR-2008).
6. The client will conduct the short-listing of interested consulting firms for the above mentioned consultancy services. The firm must have previous experience of rendering consultancy services for feasibility study of at least 1 (one) road project of length not less than 50 KM within last 10 years. Interested consulting firms are requested to provide information indicating that they are qualified to perform the above mentioned services. For this purpose the EOI should specifically include:
(a) Brochures submitted by the Applicants summarizing the firm(s) facilities and areas of expertise
(b) Descriptions of similar assignments performed by the firm(s)
(c) Availability of appropriate experience and professional qualifications among applicant's staff and adequate resources to carry out the assignment; and
(d) Managerial strength and financial capacity of the firm(s).
7. The interested firm may form Joint Venture, Consortium or Association (JVCA) with other firms (International or Local) to enhance their qualifications but total number of firms in this Joint Venture, Consortium or Association (JVCA) should not be more than 2 (two). The lead firm must have the above stated experience i.e. feasibility study of at least 1 (one) road project of length not less than 50 KM within last 10 years and the associate firms must have previous experience of rendering consultancy services of design / supervision / preparation of feasibility study of 1 (One) road project within last 10 years.
8. The EOI with supporting documents must be delivered at or before 4.00 PM on 24.05.2011, in sealed envelopes, marked with “EOI FOR FEASIBILITY STUDY OF THREE ROAD PROJECTS IN DHAKA ZONE UNDER ROADS AND HIGHWAYS DEPARTMENT” to the signatory addressed and any late submission will be rejected.
9. The Employer will not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the E0I.
10. The procuring entity reserves the right to accept or reject all the Expression of Interest (EOI) without assigning any reason.
