The Government of the People’s Republic of Bangladesh (GOB) will provide fund from its revenue budget towards the cost of Consultancy Services for Design and Supervision of RHD Headquarters Complex (Master plan of RHD Headquarters Complex including Landscaping, Architectural, Structural, Electromechanical, and Sanitary & Plumbing) by engaging consulting firm(s) through design contest method.

2.The Roads and Highways Department (RHD) under the Ministry of Communication, Government of the People’s Republic of Bangladesh will be represented by the Additional Chief Engineer, RHD, Management Services Wing as ‘Client’ for the Project.
3.The services include:
a.Preparation of Master plan of RHD Headquarters complex including landscaping and Architectural design.
b.Preparation of structural design including submission of detailed design calculation and drawings.
c.Preparation of electromechanical design and drawings.
d.Preparation of Sanitary & Plumbing design and drawings.
e.Construction Supervision of RHD Headquarters complex.
4.The proposed headquarters complex will be constructed at Tejgaon Industrial Area where presently RHD central mechanical workshop, equipment control and store units are located. The campus has an area of about 52 Bigha (17 acres). The proposed complex should include the new headquarters building, parking area, landscaping, structures for welfare organizations of RHD officers and staffs, mosque and relocation/renovation of existing facilities etc.
5.Consultants will be short-listed following the procedure indicated in the Public Procurement Rules, 2008 (PPR-2008).
6.The client will conduct the short-listing of interested consulting firms for the above mentioned consultancy services. The firm must have experience of rendering consultancy services for similar assignments.
7.Interested consulting firms are requested to provide information indicating that they are qualified to perform the services. For this purpose the EOI should specially include:
a.Brochures submitted by the applicants summarizing the firm(s) facilities and areas of expertise;
b.Descriptions and details (e.g., brochure, drawing etc) of similar assignments performed by the firm(s)
c.Experience in similar operating environment and condition;
d.Availability of appropriate experience and professional qualifications among applicant’s staff and adequate resources to carry out the assignment; and
e.Managerial strength and financial capacity of the firm (s).
8.The interested firm(s) may form Joint Venture, Consortium or Association (JVCA) with other firms (International or Local) to enhance their qualifications and experience but total number of firms in the Joint Venture, Consortium or Association (JVCA) should not be more than 3 (three). The lead firm must have the experience of architectural design of similar nature.
9.The 3 (three) sets of EOI (1 original + 2 copy) with supporting documents must be delivered at or before 3.00 PM on 13 May 2012 in sealed envelopes, marked with “Consultancy Services for Design and Supervision of RHD Headquarters Complex (Master plan of RHD Headquarters Complex including Landscaping, Architectural, Structural, Electromechanical, and Sanitary & Plumbing)” to the office of the signatory and any late submission will be rejected.
10.The Employer shall not be responsible for any costs or expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI.
11.The procuring entity reserves the right to accept or reject all the Expression of Interest (EOI) without assigning any reason.
