1. The People’s Republic of Bangladesh has received a loan from Asian Development Bank (ADB) towards the cost of Road Network Improvement and Maintenance Project-I. A portion of this loan will be applied to eligible payments for consulting services required for preparing detailed engineering designs for the proposed Road Network Improvement and Maintenance Project-II. The feasibility of this project was studied separately under Asian Development Bank (ADB) technical assistance (TA), and the project roads for detailed design selected as a result of the TA as agreed upon by RHD and ADB. The Project roads to be covered by the TOR will be around 200 km.

2. The Roads & Highways Department (RHD) under Ministry of Communications, Government of Bangladesh, will be the Executing Agency (EA) for the Project.
3. The Roads and Highways Department now invites Expression of Interest (EOI) from internationally reputed consulting firms, an association of international and national firms with the international firm to lead in the association, from member countries of ADB for short listing for the following consulting services:
“Consulting Services for Preparation of Detailed Design of Civil Works under Road Network Improvement and Maintenance Project-II.”
The Consultant will be responsible for preparation of the Detail Engineering Designs, Procurement Documents, Environmental Impact Assessment, Socio-Economic Impact Assessment, Land Acquisition and Resettlement Action Plan and Poverty Impact Study for the project and assist in selection of Contractors for the civil works. It is estimated that a total of 20 person months of international and 140 person months of national consulting inputs will be required. The consultancy contract will be for a period of 12 months.
4. Quality and Cost Based Selection (QCBS) procedure will be followed for selection of the Consultants and they will be engaged in accordance with the “Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers”.
5. The Expression of Interest must include the following information:
(a) Background of the firm(s) with brochures etc.
(b) General and overall experience of the firm(s)
(c) Experience under similar social, geographical and economic conditions
(d) Annual turnover of the firm(s) for the last three years along with audit reports.
(e) Nature, cost, per month inputs, employer, location and field of input for the Works in hand.
(f) Experience of firms(s) in the required area of expertise
(g) Summary of permanent professional employees with key qualifications.
6. The expression of interest with supporting documents shall be addressed to

and must be delivered at the above address not later than the working hours of 31 August 2004.
7. The Consultants, who have submitted their Expression of Interest (EOI) for short listing earlier for this Project, are requested to submit their EOI afresh in accordance with this invitation. Their earlier submitted EOIs, if any, will not be considered for short listing.
8. The Letter of Invitation to submit detailed technical and financial proposals is expected to be issued to the short listed consultants in September 2004. The RHD, MOC, reserves the right to shortlist or not shortlist any or all of the applicant(s) without assigning any reason whatsoever.
