Request for Expressions of Interest For Selection of NGO for Implementation of Resettlement Action Plan

The services to be provided by the Consultants (NGO) will include but not necessarily be limited to:
• Designing, planning and implementation of information campaign in the affected areas primarily to inform the Project Affected Persons (PAPs)
• Computerization of data of land, structure, trees and other properties lost by the PAPs
• Updating of the Resettlement Action Plan if required
• Issue of Identity Card (ID) to each PAP
• Payment of compensations beyond the Cash Compensation under Law (CCL), to both the direct and indirect PAPs, if required.
• Assist RHD in land acquisition process.
The Experience, Resources and Delivery Capacity required are:
i) Have a proven track record in the field of socio-economic development activities for at least ten years.
ii) Have extensive involvement in poverty alleviation through income generation program and empowerment of rural people.
iii) Have at least 3 (three) years experience of working in land based Resettlement/ Rehabilitation programs and capacity to reconcile information from different databases and develop software packages for Computerized Management Information System (CMIS). Experience
iv) Have proven ability of implementation of 2 (two) Resettlement Programs among which at least one must be in any foreign-aided bridge/road development project. Experience of working in resettlement program under Roads and Highways Department will get preference.
The Project Director, Paira Bridge (Lebukhali Bridge) Project now invites eligible Applicants to indicate their interest in providing the services. Interested Consultants (NGOs) are invited to provide the following information indicating that they are qualified to perform the services:
a) Background of the NGO (limited to two pages);
b) Notarized copies of the registration of the NGO (with Department of Social Services/Registrar of Joint Stock Companies and as well as with the NGO Affairs Bureau);
c) General and overall experience of the NGO ( limited to three pages);
d) Summary of experience of NGO in the required area of expertise giving the name of the Project, the Employer, location with address and contact details, project period, cost of the project, cost of NGO services provided and type of input provided by the NGO;
e) Audited financial reports for the last three years;
f) Nature, size, employer, location and type of input for NGO Assignments in hand; and
g) Summary of Professional employees with key qualifications (limiting to one-quarter page for each employee)
Applicants may associate with other NGOs to enhance their qualifications but the number of NGOs in a JVCA shall not be more than 2. Association with foreign firms is not encouraged in this instance.
A Consultant will be selected using the Quality and Cost Based Selection (QCBS) procurement method in accordance with the Public Procurement Act 2006 and Public Procurement Rules 2008 issued by the GoB. Interested Applicants may obtain further information by applying to the address below during normal office hours.
Expression of Interest shall be submitted by 12:30 PM on 10 July 2013, in sealed envelope delivered to “Project Director, Paira Bridge (Lebukhali Bridge) Project” and be clearly marked "Request for Expressions of Interest For Selection of NGO for Implementation of Resettlement Action Plan”
The procuring entity reserves the right to accept or reject all EOIs.
