Specific Job Descriptions (Planning and Ferry Construction)

Post : Superintending Engineer

Personnel specifications :

The post holder must meet the general requirements of a Superintending Engineer as specified in the RHD Management Manual and as per recruitment rules.

The post holder should preferably be a graduate Engineer in Mechanical engineering with at least 12 years experience working in the RHD Mechanical Zone. He must have experience and preferably specialist training in Procurement, Planning, Construction and Maintenance of ferries and equipment and have previous experience of working in junior positions in the relevant field. He must have an understanding of the economics of ferry construction, operation and maintenance.

Duties and responsibilities :

In addition to the general responsibilities of the post of Superintending Engineer, as specified in the RHD Management Manual, the specific duties relating to this position are detailed below:

1. Provide long-term and short-term plans for the construction and disposal of ferries and pontoons as well as preparing plans for efficient and sustainable ferry operations.

2. Prepare planned preventive maintenance programmes (PMPs) for the ferry fleet of RHD in order to provide safe, cost-effective ferry services for the travelling public.

3. Manage the procurement of new ferries and the rehabilitation of existing ferries in order to maintain a safe cost-effective service.

4. Prepare long-term strategies and plans for the equipment and vehicle sectors. Extend support services to the MoC, Planning Commission and ERD in connection with the development of schemes under the Mechanical Zone.

5. In consultation with other officers of the Zone undertake the planning and economic evaluation of mechanical schemes/projects, Prepare PPCPs, PCPs and PPs, for all development schemes under the Mechanical Zone.

6. Prepare plans for future vehicle and equipment procurement, operation and maintenance based on economic and commercial principles.

7. Prepare and maintain computer-based inventories of all ferries, equipment, vehicles and spares of RHD Mechanical Zone.

8. Assess the annual training needs of all personnel in the Mechanical Zone and arrange for training in association with the RHDTC.
